Dr Chris Miele 10 Jun 2003 Pat Tuohy Dear Mr Tuohy Objections to: - Extended Licensing Hours, Palace Pavilion, Lower Clapton Road, E5 I write on behalf of the Clapton Pond Neighbourhood Group, which, at our June meeting, discussed licensing applications in respect of the above premises. This letter summarises objections to the proposed licensing applications. The group feels strongly that the extension of licensed hours for the Palace Pavilion, until 5:30 am should be refused because it will compromise the residential amenity of people living in the area, not just the houses opposite, but also the people who live in flats to the south of the site, along Lower Clapton Road itself. Residents in the surrounding roads, to the east and west, suffer disturbances from people leaving the nightclub at present, and the extension of licensing hours will increase this nuisance. Local residents have enjoyed quieter conditions since Chimes has stopped opening regularly. Parking – always difficult in the streets to the east of the pond – has improved. There is less rubbish on a Saturday and Sunday morning. This is particularly welcome as the Council does not have a Sunday morning clean! Noise of people walking to and from parked cars on club nights has been a persistent problem. The people who live immediately opposite – nos. 182-162 Lower Clapton Road – have suffered particularly badly, but so have the people who live in flats above shops, along the Lower Clapton Road. Chimes patrons take no care crossing the road and local people have reported feeling menaced by them. For this reason the group strongly opposes the Chimes licensing application. The effect of these changes would be to introduce a ‘Leicester Square’ style street life into the area, a quality that is totally inimical to the residents.
